MISSION |

The mission of the Bloomfield Public Schools, a diverse learning community committed to excellence, is to ensure that all students possess the academic skills needed to lead, contribute and learn throughout life in a global society by:

PARAMETERS |
|
|
- We will practice fiscal responsibility by balancing the educational needs of the students with the community's willingness to pay.
|
- We will maintain a safe environment conducive to learning.
|
- School improvement plans will always be consistent with the Strategic Plan of the district.
|
- No new program or service will be accepted unless it is aligned with the Strategic Plan, benefits exceed costs, and provisions are made for professional development and program evaluation.
|
- No program or service will be retained unless it makes an optimal contribution to achieve the Mission and the benefits continue to justify the costs.
|
- We will always seek to hire and retain a high quality, diverse staff.
|
- We will always provide a broad educational program that inspires students to discover and develop their talents, interests, and aspirations.

OBJECTIVES |
|
|
- By 2011, one hundred percent (100%) of students will achieve at the Proficient, Goal, or Advanced level on the Connecticut Mastery Tests (CMT) and the Connecticut Academic Performance Test (CAPT).
|
- All students will develop and consistently demonstrate the character attributes needed to be leaders and good citizens in our community.
|

Strategies |
|
|
- We will provide relevant professional development so that teachers acquire the tools to motivate and engage students in their learning in order to improve instruction, effectively implement new curricula and raise student achievement.
1-1 Implement a professional development schedule that supports frequent and ongoing opportunities for teachers and administrators to meet within buildings and/or across the district.
1-2 Train staff to implement standards-based assessments within all content areas and consistent across all classrooms that provide frequent feedback on student learning.
1-3 Train data teams in each school to analyze a variety of data on a frequent and ongoing basis.
1-4 Train data teams in each grade level and discipline to analyze a variety of data on a frequent and ongoing basis.
1-5 Provide training to teachers and administrators in best practices, effective teaching and motivational strategies, based on information learned from student data.
1-6 All teachers will effectively implement the best practices and effective teaching strategies delivered throughout professional development.

- We will develop new partnerships within the community that will lead to an understanding of and commitment to achieving the system's Mission and Objectives.
2-1 Expand internships between the Bloomfield Public Schools and businesses and trade organizations.
2-2 Expand partnerships with post-secondary learning institutions.
2-3 Expand opportunities for adults to volunteer and/or mentor Bloomfield Public Schools' students.
2-4 Expand students' access to Virtual High School courses during the school year as well as during the summer for remedial and advanced academic work.
2-5 Increase the number of partnerships with outside agencies for Pre-kindergarten through 12 students.
2-6 Implement an extensive career training program for high school and middle school students.
2-7 Cultivate partnerships with town-wide organizations that provide early childhood services to give parents the tools they need to ensure their children are ready for school.

- We will improve the quality and consistency of communication between and among all members of our diverse learning community.
3-1 Increase the frequency and quality of printed communication with parents about general school and academic information.
3-2 Increase the frequency and quality of electronic communication with parents about general school and academic information.
3-3 Implement an effective parent volunteer recruitment strategy.
3-4 Increase public awareness of school-wide functions and important dates by using sandwich boards at the front of each school.
3-5 Implement a well-publicized kindergarten registration process and orientation program.
3-6 Improve the academic achievement reporting system. 3-7 Improve communication among administrators, teachers and staff at all schools.
3-8 Create a feedback system that utilizes faculty input and classroom data to identify and address school issues in a timely fashion.
3-9 Aggressively market the benefits of the Bloomfield Public Schools to prospective parents, businesses, government agencies and the entire community.

- We will identify the character attributes needed to be leaders and good citizens, integrate them throughout the system, and develop means of assessing student demonstration of these attributes.
4-1 Establish a comprehensive Character Education Initiative for students pre-kindergarten through 12th grade in the Bloomfield Public Schools that promotes perseverance, integrity, responsibility, respect and caring.
4-2 Establish a standing committee of stakeholders to oversee and monitor the Character Education Initiative for the Bloomfield Public Schools.
4-3 Establish community relationships that will support and integrate the Bloomfield Public Schools Character Education Initiative.
4-4 Expand service learning opportunities for the Bloomfield Public Schools community.
4-5 Expand recognition for all facets of student and staff achievement including academic, social and character based accomplishments.
4-6 Create a caring environment in each of Bloomfield's schools.
4-7 Expand programs that equip students with the skills to form and maintain positive relationships with others.

- We will develop and implement plans which raise students' and families' expectations for achievement and motivate students to put forth their very best effort.
5-1 Publicize student achievements to the Bloomfield Community on a regular basis.
5-2 Minimize the occurrence of disruptive behavior within our school buildings.
5-3 Encourage parents to pick up their child's report card at each marking period and attend parent/teacher conferences at least twice per year.
5-4 Increase parental involvement and knowledge of the curriculum by providing 1-2 interactive, family fun night workshops to focus on CMT and CAPT skills.
5-5 Develop a comprehensive developmental guidance program for the Intermediate and Middle School students (grades 5-8) that correlates with the program already in use at the high school.
5-6 Implement the comprehensive developmental guidance program in grades 5-8.
5-7 Increase staff cultural sensitivity and understanding.
5-8 Establish a mentoring program with local community groups to motivate students to put forth their very best effort.
5-9 Provide motivational speakers or programs at each school that will address issues related to academic achievement for students Pre-kindergarten-12.
5-10 Establish a partnership with youth sports leagues to improve student academic performance and develop character.
5-11 Provide adequate academic support for those students ineligible for special education yet functioning significantly below grade level in reading and math.
